Vladimir Mitkov

Inspector Vladimir Mitkov is a Senior Lecturer at the Center for Specialization and Professional Training – Pazardzhik, part of the Academy of the Ministry of Interior (AMI), Sofia. He is the author of specialized scholarly publications and a participant in two international scientific conferences dedicated to issues of national and public security. Among his works are the textbook “Tactics in the Exercise of Police Powers” (published by the AMI), used in the training practice of the Ministry of Interior, as well as the book “Strategy in Life – Science or Art” (Dilok Publishing House). His scientific interests lie in the field of national security theory, strategic studies, crisis and risk management, systemic resilience, police strategy and tactics, police powers, as well as the interaction between security, public administration, and law enforcement institutions.

This article offers a conceptual reconsideration of national security in the context of an intensifying polycrisis characterized by interconnected health, climate, economic, cyber, and geopolitical risks. The study argues that the classical model of national security, based on territorial defense and military power, is increasingly insufficient for managing complex and nonlinear threats. In response, the article develops the concept of systemic resilience as a framework for adaptation, policy coordination, and effective management of contemporary crises.
