Abstract: Education in the professional field of "National Security" must provide the necessary knowledge, skills and develop skills to manage future leaders of the national security system. CIVIL-MILITARY COOPERATION IN SUPPORT OF THE POPULATION IN EMERGENCY SITUATIONS

Abstract: The author supports the idea that in complex emergencies, military support should be seen as a key component of national resilience. Adequate involvement of military teams in the disaster area can play a vital role in saving human lives, reducing property damages, economic losses and environmental problems. Ensuring good coordination between military and civilian units during disaster response and recovery requires trust among all parties, mutual understanding of objectives and capabilities, joint training and education, legislative development, and more.

Abstract: The author supports the idea that war is the permanent state of the world. New technological achievements have always played an active role in the final result of military efforts. Such a statement is extremely valid in the construction of the military systems operating in the air space. They are increasingly becoming robotic and engaging artificial intellect. For them to be managed to achieve the ultimate objectives of any air war, however, the key factor remains the human.

MODERN EDUCATION – WHAT EVERYONE UNDERSTANDS

Abstract: Modernization is an indisputable emphasis in modern education management. Unfortunately, it is most often perceived as a tool for transforming education into an understandable and manageable model. Even if presented as an optimization process, modernization is applied as a way to increase the controllability of the education system. In this sense, it does not fulfill its role as an adaptation model. Based on this understanding, the article presents an indicative alternative approach for formulating a transformational policy in the higher education sector of bachelor's and master's education. The sequence "evolution of organizations - resulting changes in personnel needs - educational models" is used as a starting point.

EFFECTIVE LEADERSHIP COMMUNICATION IN CRISIS MANAGEMENT – IN SEARCH OF A COMPLEX MODEL WITH A FOCUS ON THE FUTURE

Abstract: Each crisis leads to high levels of stress, anxiety and reduced motivation. This requires a rethink of established leadership models built on traditional forms of communication. In such a context, the role of leadership is key. The crisis aspect of a protracted and unpredictable pandemic, a thechonologized and globalized society and business, the hybridity of change are a strong influence on management processes. The topic is wide-ranging, but the leading focus of the study is the establishment of a dialogueal, motivated and constructive leadership in the lives of organizations with a leading role in new forms of internal communication and in turn a new type of leadership in dealing with crises.

Abstract: The legal certainty is a condition without any modern states and modern societies cannot exist. The legal certainty is an inherent property of the legal system, which is part of the national security system. The professionalism, responsibility and dedication of lawyers, sociologists, political scientists and security experts are of particular importance here.

THE INFORMATION WAR BETWEEN UKRAINE AND RUSSIA

Abstract: In an article, an attempt is made to understand to what extent the warring parties have been able to influence their own, opposing and allied audiences? For this purpose, a study of the normative activity and the legal actions taken in the field of the information sphere was carried out, and more than 76693 normative documents issued by the governments of the two countries in the period from 24.02.2022 to 13.08.2022 and published in the respective state electronic databases.

CRISIS MANAGEMENT OR UNCONTROLLABLE CHAOS OF THE BULGARIAN NATIONAL SECURITY SYSTEM

Abstract: Contemporary conditions are characterized by a high degree of uncertainty, instability, unpredictability, and constant transitions to different types of crises. In such a situation, ensuring national security through effective crisis management is very important for the state's long-term development. Unfortunately, the analyses of the situation and challenges facing the Bulgarian national security system show a critical level caused by objective and subjective characteristics of the state's economic, social and administrative-managerial system, which are different in nature and intensity. The author aims to explore the relationship between crisis management and the state of security in Bulgaria, and on this basis formulate the capacities to overcome the deficits of the national security system. The author concludes that it is necessary to formulate a national doctrine for the long-term development of the Bulgarian state and a new National Security Strategy for the Republic of Bulgaria.

RESEARCH OF THE FACTORS INFLUENCING THE PROCESSES OF RADICALIZATION IN BULGARIA

Abstract: At the root of every process of radicalization, at the personal and group level, is a sense of injustice. In this regard, it is necessary to study the factors that encourage the transition from one state to the next level and those that have a deterrent role. The main part of a conducted field study is presented, which aims to establish the influencing factors and the existence of conditions for the emergence of processes of radicalization and subsequent terrorist activity on the territory of the Republic of Bulgaria.

TERRORISM FINANCING ON THE ORDER OF A SECURITIZED PROBLEM

Abstract: Terrorism financing is officially recognized as a hard-criminal offence of high-level public danger. At the same time, following the theory of security, it represents an important securitized problem with a philosophical concept not fully clarified, and its de-securitization is still a mirage. The present article summarizes the author's views on terrorist financing as a securitized problem and gives some possibilities for its practical de-securitization.

PREPARATION, ORGANIZATION AND CONDUCT OF A TACTICAL CASE STUDY (FLYER)

Abstract: Tactical flight was one of the most common forms of tactical and operational training for officers. It has been widely applied, both in higher military educational institutions and in the commander's training of officers and staffs. At the moment, tactical flyers are used both by the Rakovski Military Academy as a form of evaluation of trainees in the specialty of Military Affairs, and by the Defense Headquarters for the control of formations during planned and surprise inspections. But what should be the sequence for developing and conducting this form of training is not yet described in modern doctrinal documents.

UNCERTAINTY VS. SECURITY

Abstract: Uncertainty and security are explored in light of the tandem of negation-negated. Uncertainties are considered as inherently present in human activity and as aimed at security. It is shown that such activity is deliberately pointed at the notable changes happening in the world, and that resolving it is dependent on the knowledge with which human systems operate. Employed are derivatives of Goedel’s theorems and of the entropy of the grand scheme of information orderliness.

ISLAMIC STATE FUNDING QUA SECURITIZED PROBLEM

Abstract: “Islamic State” financing is global security`s securitized problem whose de-securitization is still on the agenda of a large number of researchers, experts of practice and criminologists. The present article systematizes and supplements the main sources of income according to the last FATF` classification, and represents the author's views on how terrorist financing could be minimized.
