Stefaniya Mircheska is a PhD of National security and defense. She defended her doctoral dissertation in 2017 at the Academy of the Ministry of Internal Affairs, Faculty of Police, professional direction and PhD program: Organization and management outside the sphere of material production (security and defense management). She works in the Ministry of e-Government, Republic of Bulgaria, Directorate of Policies and Strategic Planning of e-Government. Expert in national security, data modeling and management, geographic information systems, new technologies (artificial intelligence, blockchain, IoT, smart technologies), digital ethics, intelligent applications, metaverse and the relationship between new technologies and national security, in digital decade. She participates in numerous research projects in the field of national security and collectives for the development of strategic documents and doctrinal documents at the national and European level, she is also involved in various NATO projects. She is a member of working groups at the European Commission and Organisation for Economic Co-operation and Development (OECD).

A general-purpose technology called artificial intelligence (AI) has the ability to transform every aspect of defence, from back-office enterprise services to delivering military effect. In the integrated review, at a time when the geostrategic landscape is increasingly complex and challenging, AI technologies are evolving rapidly and becoming more widely available to allies and potential adversaries alike. We cannot avoid the reality that conflicts - both in the physical and virtual realms - will be enabled by AI. Each country should introduce and make the best use of these. At this time, we are required to use these technologies safely and responsibly, in accordance with our legal commitments and the values and standards of the society we serve. All uses of AI to improve defense processes; systems or military capabilities are guided by our AI Ethical Principles.
