This article proposes a methodology to identify key actors within the network of interests arising from specific challenges. Drawing from Niklas Luhmann's concept, this analysis emphasizes the importance of societal connections. An example is presented regarding the development of interests related to the construction of Corridor No. 8, as a challenge to regional security in the Balkans.
